In 1989, the Western Snow conference reaffirmed its position by publishing a brief policy statement. To gauge public sentiment, responses to this policy statement were solicited from a large number of individuals, groups, and officials. This paper summarizes the range of viewpoints on this question, and suggests how this information could help derive a political solution to this problem.
