Abstract | The Federal law under which the U.S. Corps of army Engineers is authorized to enter into the construction, operation and regulation of flood control structures such as dams, levees, and river channel improvements of future streamflow management, is outlined. The three operational divisions of the Rio Grande River above El Paso, Texas are delineated on a map and the plan of regulation is described. The absolute need for accurate water supply forecasts from snow survey data, precipitation and soil moisture data is shown. Case histories and operational techniques are described showing further need for reliable forecasts and the close cooperation of all agencies involved. |
