Abstract | An attempt is made to show how a program of investigations of snowmelt forecasting must be considered in the light of its economic and administrative involvement. The factors affecting snowmelt are discussed and procedures are suggested to be followed in developing forecast methods. It is emphasized that each drainage basin must be considered according to the physical conditions found on the drainage, even though considerable similarity between adjacent drainages might exist. It is pointed out that in addition to the very real problems of sampling variance and observational deficiencies, the theoretical elements that lend themselves to a rational solution are seldom observed in isolated fashion.Discussion by Wayne D.
